PREFACE:

If your character is going to interact with Bill, it is extremely important you read the following and agree to said interactions. He can read all minds, his methods are invasive, and he has no qualms about sharing sensitive information on your character's past, present, or future in the same way that old folks like to share Werther's Originals candies.

Bill Cipher exists in a state of quantum uncertainty, which means that everything he is, he is also not. This can get confusing. Go with it. His powers include, but are certainly not limited to, ALL-ENCOMPASSING MENTAL MANIPULATION. As with other, more "traditional" demons, he can be summoned and engage in contracts with humans, which are sealed with handshakes. When summoned he is able to place all surroundings within a trance-like sleep, including the summoner. Colors lose their saturation and he can manipulate everything in proximity to his will.

Bill can invade dreams even without prior contact to the person whose dreams are being invaded. Within the dreamscape he is in his element, twisting the surroundings to his whims and able to access all information available in said dreamscape.

His triangular body can project images and houses its own pocket dimension - while he possesses a form, that form is not tangible. He exists in a mindscape where he can choose to become visible to those on the fragile, mortal plane. To some extent he can predict the future, but the full range of those predictions is not known. In Bill's own words, he can

Last but not least, Bill can remove souls from bodies (as long as a contract is agreed to) and possess a physical form, leaving the body's original soul trapped in the mindspace. Incapable of returning to their own form they can inhabit soulless vessels. Bill "appears" unable to comprehend human limitations, as unconsciousness of his meat puppet can sever the tether between him and the body he is possessing, forcing him back into the mindscape. He should probably invest in 5-Hour Energy drinks, or Mabel Juice.

Threadjacking: Sure! Unless the thread is very obviously planned in such a way that it only involves the people currently threading it, feel free to bust on in!
Fourthwalling: Bill Cipher sees everything and knows (almost) everything. He wouldn't be surprised if someone recognized him, but that's more his gig: reading thoughts and patterns and every possible temporal probability.

IC:
Physical Contact: As a dream demon, Bill is intangible. He resides in another plane of existence but can make himself known and seen in the mortal plane. Physical contact is impossible, at best.
Flirting: God, please. I dare you.
Kissing/Hugging: Not applicable unless some powering-down event happens. If it does, we'll talk about physical contact on a case by case basis.
Romance: Beings of energy and rage hAVE NO NEED FOR ROMANCE.
Injuring: Attempts can be made, but...as stated before...it's basically impossible to fight him unless it is within the confines of the mindscape. So...it has to be in a dream, or someone's subconscious.

If you are uncomfortable with the idea of Bill being able to obtain thoughts and being a general douchecanoe nuisance, DO NOT ENGAGE HIM. No one is really exempt from his weird power, so avoidance on my and your part will therefore be necessary. Please comment below with a filled-out "form."

SO Max...is............spoiler alert pretty much entirely insane? Suggestions of his mind blacking out total blocks of time and the inside of his head being yanno like scrambled eggs so reading his mind I would imagine would be a lot like...trying to listen to a shitty radio that's only kind of coming in? And not totally reliable since he has Some Serious Voices In His Head.

IDK HOW THAT WOULD TRANSLATE TO THIS GUY. I was just wondering what happens when someone's mind is read that's not all that there to begin with I guess is my question. Just so I understand how this will work.

FORTUNATELY I HAVE SEEN ALL THE MAD MAX MOVIES MULTIPLE TIMES AND KNOW THEM PRETTY WELL SO THAT'S A NON-ISSUE

Bill would be able to see everything in his mind - including the confusing bits - and parse out as much truth as he possibly can, should he desire to do so. The noise he'd see is discombobulating, yeah, and he wouldn't be able to pick out exact details there - maybe bits and pieces, some scrambled information that changes on occasion, but he'd have a pretty good idea of who and what Max is.

Just enough to make you uncomfortable, if you're down with it. Bear in mind, I'd only really have him say obnoxious and invasive things if you allow it, so it'll be a case by case basis that I will consult on with you. I want things with Bill to be fun, and possibly annoying, but mostly fun. Your comfort level is my comfort level.
