Castiel also has some telepathic abilities, which means that his thoughts/mind are probably not as easily accessible as some, and since he's a divine being, even if Bill got in, it would probably be weird as hell and really difficult to decipher! This is also complicated because Cas' meat suit isn't his to begin with! He's possessing someone, so there's not really space for two of them -- so if Bill tried, it probably wouldn't work!
